As far as i know it is a good sign in the sense that your case is being considered for processing.
We PR aspirants do not want our cases to get stuck or stagnated at any level. Any indication that the case is moving is always a good sign.

Now coming to the 2nd part of your question - Is it a positive sign acknowledging if u have enough points for PR ?- I do not think Buffalo would have gone through all of your Application/documents package before transferring to NY or any other visa office.

I see both of us are sailing in the same timeline boat.

Ya that was little better clear understanding....
but still ques does stand still that when would this be confirmed that we are eligible on the basis of the points..do we fullfill the points requirement or not.??
bcos to my understanding buffalo won't transfer any case to any other office if the case is not elgibile for processing ,they won't waste the time and money just transferring the cases knowing that applicant doesn't even qualify on points basis...

a question? the applicant has suffice points is normally sorted out at CIO is in it? and 2nd AOR is issued after a quick review of documents by visa office which then goes to VO for in depth look right? I think that VO look at docs then transfer the file. no source of this but just thought of my mind.

my application got transferred to LA from Buffalo and i got med requests 6 weeks later... so i guess the transfer worked out alright for me

I HOPE TO it is for good,,
really the point that want to make sure and be little relaxed with points term....
so i could take a relaxing breath about that atleast...
