I sent my application on Feb. 14, 2011. Today (March 28) , I received a Bank Draft from the Government of Canada payable in my name. Does this mean the application has been refused? NOC 4152.

Noc -4152 IS social workers. Maybe ur job description did not fit in their bill.

Check Ecas.
you should have received a refusal letter first.

@ Id-noble

i agree with shibuya...

Thanks folks. I called the phone number on the bank draft (that happens to be CIC account department) and the lady was not sure what would have happened. So she had to call the responsible department. She came back to me and said that the reason given was "incomplete document for conjugal partner". She requested my email and said they will write me an email or send a regular letter soon.

You probably can think of re applying with completing the docs this time... Wait for the letter from CIC to get the detailed idea about. All the best
