Does the Visa office pay to send a passport back to the country?

Hello,

My husband was asked to send in his passport to the Paris Visa Office. I am a little confused on how his passport will be returned to him. The visa office mentioned his passport will be returned to him by registered mail, does this mean the visa office will pay for his passport to be registered or does he have to send a pre-registered envelope? Any help would be greatly appreciated.
