Hallo guys,

I have such problem. I applied for a Study Permit with a full admissions LoA - ESL courses and Future Intent Program (once ESL is complete). I applied 3 time (ok, the first time my Letter of Explanation was weak and the second time I applied only with ESL courses LoA without Future Intent Program) and been refused. For the third time I got a strong LoE but I am refused again with reason based on the purpose of visit (earlier rejections also included this reason). Can this mean that the IRCC does not accept ESL courses and should I take IELTS academic exam?
P.S. After second refusal I done Access to Information Act request however, the answer says nothing about ESL courses.

You can take ESL classes pretty much anywhere in the world - what is the reason you provided for why you need to learn English specifically in Canada (and how will this help you in life when you go back home after your studies)?

You were refused because the visa officer is not satisfied that you will leave Canada at the end of your temporary stay.

I don't need to learn English specifically in Canada, I need to learn the University's main program (especially in this university) and get a diploma after graduation :) . They offer a very convenient option: ESL + Future Intent Program (once ESL is complete). That's exactly how I studied in Germany and had no problems. This path is much more acceptable to me than preparation for IELTS and after trying to score in the exam (especially IELTS preparation courses are not offered in all countries that gives you good chances of success in the exam).
P.S. If this type of study is not acceptable in Canada, the information should be transparent (at least I haven't found it anywhere), because I wasted a lot of time with applications. ;)

yes, I guess that :) but REASON?
The reason you were denied is because the visa officer did not believe that your actual purpose is to study. Probably you are trying to use a study permit to remain in Canada

Way should the visa officer think such way? I had adequately explained in LoE why I needed this faculty Canadian degree in my job :( This is very strange, because I studied and did job trainings in the different countries but didn't stay there... And I don't understand - mine it if I take the IELTS exam, I won't get a study permit anyway?

How do you justify the cost and the need to travel across the world, to one of the most expensive places to live, just to take an ESL course?

Almost every other country in the world, probably including your own country will have an ESL course provided by colleges and/or schools.

ESL course don't add any value to your employment in your home country (since if your country is already English speaking, it would have an ESL course), compared to the cost you will need to travel and live and to pay for ESL fees.

I needed to learn the university's main program. ESL courses were just the middle step to study.
I think that's it - Rejection reasons are ESL courses. But sharing information would not be difficult? If I knew that IELTS could be taken during this time :(
