Does the embassy request the original passport in case of refusal?

When using the online application, does the Embassy request the passport in case of refusal or do they only request it if the application is approved?

Also how much time does it take to process the passport when they receive it?

If the application is refused why would they ask for the passport ?
So NO they dont ask for passport if its refused.
