My spouse - Indian national, last 3.5 years in US, is about to apply for study permit either from US (New York) or in India.
Does she need to submit the following documents for study permit?

1. police verification document
2. Educational Transcripts /certificates /Marksheets
3. Work experience

In the document checklist IMM5483E.PDF none of these documents are not mentioned but I have seen elsewhere in the website mention of these documents
.
Also what concrete documents she can provide to show strong ties to home country. Both my and her families (Parents and others) are in India. Also our daughter is in India. Should she sent a write up mentioning those facts?

Yes, you can write a statement of purpose stating your ties. Family, business, bank accounts, job opportunities all count as ties.
You would have to provide all these docs.
