Does Rsearch Assistanship during Master's studies in Canada counts as work ?

Hi,
I hold a master's degree from canadian university, the master's was research-based, and I was paied for the total period of my master's as a reserach assistant.
Does this counts as canadian experience ? I saw in cic website that work acquired during a valid study permit does not count as a work experience ! I am so confused whether I can be eligible to apply using this work experience or not !

If you were under study permit , it will not be counted as your work experience even though it was paid.

I am currently a PhD student and have a work permit beside my study permit. Can I present my RA in the PhD as work experience ?
