Does RCMP needs to be submitted along with CEC application?
The document checklist doesn't mention.
But I see CEC applicant spreadsheet (maintained by us CEC applicants,link given below ) has that column and some applicants
have submitted it along with their application.

No RCMP does not need to be submitted with the application. CIC will request it sometime after you have your AOR.

People choose to complete in advance and send with the application, this is personal preference. Does it really save time, no one knows to be honest. In my case I did not send with the application and I was one of the 1st in the Jan 2014 batch to get MR so who knows.

No, you need PCC from every country EXCEPT CANADA that you have lived in for at least 6 months since the age of 18. RCMP is only required if CIC asks for it later.

CIC automatically does a name-based RCMP check on ALL applicants. They only ask for a fingerprint-based RCMP clearance if the name-based check is not clear (e.g. there is a criminal record for someone with the same name as you).

Some people decide to do it "up front" (whether required or not) because they are leaving Canada and think it will be difficult to do from their home country if CIC asks for it later. But that doesn't always help - CIC can still ask for an updated one.

And some people do it because they do not read or follow instructions : )
