Does QSWP have stopped taking applications after Mar 2017 ?

I checked in CIC news recently that Quebec has stopped accepting applications after Mar 2017 for QSWP and that they will accept new one in another 1 year ? Is that true ? I was about to apply for QSWP however, stopped after checking these news. Please advise guys.

I was looking into Mon Project Quebec and there is a message that it says "take into account that the next dates to receive 2017-2018 application will be announced in the future", so I really don´t think they are closed for this period.
