Does PRTD refusal count as VISA refusal?

Hello,
I got a PRTD refusal a month back due to residency requirements. I have decided not to go for an appeal as my case doesn't seem strong.

My question is, if I apply for a visa to some other country(say Australia) in the future and the application asks for previous visa refusals, will I have to declare to them my PRTD refusal as a VISA refusal?

Please help me with this query.

Permanent residents don't need visas so you haven't applied for one or been refused one - I would answer no.
