Does November CEC application will be under 8000 applications？

My CEC application received on Nov 17th,2014. so far, CIC updated CEC Total application received towards the overall cap: 4537/8000 modified by 11-26-2014. I just wonder whether my application will be under 8000 application. Cuz if every month receive 1000 applications and up to now cash out date by 09-23-2014. then I think I will be one of these 8000 application. Does November CEC application will be cashed out? Date around February? If My case does not under 8000 application, when can I get this information. I still want to apply under CEC system, cuz new EE system, my mark is toooo looow....
