Does new processing times effect applications that were filed in May 2011?

Hello,

Per CIC website new processing time for spousal application from Pakistan is changed to 26 months. Is this new processing time for all the spousal applications regardless of when they were filed or is it for applications filed after a certain date?

CIC published processing time is based on the statistics that VO needed to complete 80% of the applications. It is a reference/guideline for how fast they have been doing recently, but not guarantee that all cases will be processed within that timeline.
