Background:
I am currently working in Canada, I have a closed work permit, which is based on LMIA that expired on . My work permit is going to expire on 29 OCT 2020. I am going to apply for PR on 1st NOV 2019. As my 1 year of Canadian experience will be completed by 1st Nov 2019.

Question:
On CRS system there is 1 additional bonus point which says:
8) Do you have a valid job offer supported by a Labour Market Impact Assessment (if needed)?
A valid job offer must be

  • full-time
  • in a skilled job listed as Skill Type 0, or Skill Level A or B in the 2011 National Occupational Classification
  • supported by a Labour Market Impact Assessment (LMIA) or exempt from needing one
  • for one year from the time you become a permanent resident
Am I eligible for this bonus point? Otherwise, my score is 440 without it.

Has your LMIA expired? If yes, then you won’t get points.
 
Isn't the valid job offer requirement for FSW not CEC?

I'm telling you from my experience.
I had a valid job offer, but LMIA exempt and a new employer - I didn't get any points.

I tried simulating it and saw
Valid job offer with LMIA - You get points
Valid job offer with LMIA exempt with same employer - You get points
Valid job offer with LMIA exempt with new employer - No points

I'm thinking if his LMIA has expired and how did he get a new WP, unless it was LMIA exempt.

That doesn't seem right. I got points for my year of work experience on a post-graduate work permit, which is LMIA-exempt.

Unless you're talking about the actual validity of the job offer and getting points for having an offer.

Because you are working on a work permit originally issued with an LMIA (does NOT matter that the LMIA has expired), You MAY be eligible for the points, if your employer is willing to give you another job offer - a written offer of permanent employment, or contract of at least one year, AFTER you become a permanent resident. These are the conditions that apply to your situation:

"if you’re currently working in Canada in a NOC 0, A or B job on a work permit that was issued based on an LMIA, and:
  • you’re working for an employer listed on your work permit
  • you’re authorized to work in Canada on the day you apply for a permanent resident visa, and when the visa is issued
  • your current employer made you an offer to give you a full-time job for at least one year if you’re accepted as a permanent resident"
So, NO, your work permit is not a valid job offer, but if your employer wants to keep you after you become a PR and is willing to write a letter stating that, you would be eligible for the bonus points.

I got LMIA (Valid until October 30, 2018). Based on it, I applied for Visa. I received a Closed Work Permit on arrival in Canada which Starts from 30/10/2018 and Expires: 20/10/2020. I haven't changed my job. And my employer wants to keep me with him and willing to help me to get PR.

Now with 1 year of Canadian experience, I got 440 points. So What I understand Is that I need a letter from my employer stating that He will keep me employed after I get the PR. With that letter, I will be eligible for this Bonus Point.
