Hello
Except of bachelor degree what else are needed for PR holder to continue his study at the master level?
Should LOR(Letter of Reference) from bachelor's side university be provided? or LOR is for International student with Student visa not for PR holder ?

and Does IELTS Academic need for PR holder? or with just PR can enroll without any English Academic Certificate ?

So in case of compulsory requirement for LOR , could be negotiate about this matter while master's candidate is not at his country for getting LOR?instead other criteria like English score or Work Experience or other knowledge could be interchange ?
Can negotiate with such this matter ?
