Hello,
I was just curious. do immigration officers take in consideration the fact that you have a sibling living in the same province when applying for a PNP for example ?

PNP just as similar programs is based on work experience. I do not think that having relatives in Canada makes a difference, especially if they are not Canadian Citizens. It is more a thing for the background check.
 
Manitoba have/had a relatives, even friends, sponsorship PR stream.

Every province and territory has his own PNP program, so if you want to know much, you should check all of them

At the level of the PNP, yes, it can make a difference - for example, for Ontario, you have to prove you have "ties" to Ontario, in the form of jobs, family & friends... but once you are selected for PNP, it doesn't make any difference to the Federal application (FSW, CEC...)
