My application is under process from the last 12 months, I am planning to withdraw the application and reapply but before I withdraw I made the EE profile in the pool and received the ITA as well.

Does it consider as misrepresentation?

No - this is not misrepresentation.
 
Do you know why your application is in process for so long? Because if you don’t and you apply again, you might just repeat the same situation

Yes I know the reason, its regrading the supporting documents of job experience. And now I have new work experience so it has nothing related to the previous job experience.

But I already got the ITA when my application is in process and I recently heard that it is considered as misrepresentation if we

Assumption here, but I think they created a new profile and submitted a new Express Entry profile to receive an ITA.

My application is already in process by IRCC from last 1 year, I am planning to withdraw and reapply. So before I withdraw I made a profile in the EE pool and received the ITA

This might be a misrepresentation
I would suggest you to decline the ITA, withdraw all the existing application. Then create a fresh new profile and then get ITA. You cannot have multiple profiles. If that was allowed most of the people would have created multiple profiles with multiple
