To renew our PR they ask for copies of all pages of our passport and official translation of the parts which are not in English such as the entry and exit stamps. Also the copy of original pages should be signed and confirmed by a lawyer or justice of the peace and so on.
When they send an application for secondary review it means they not only do not trust the applicant, but also they do not trust the official Canadian translator and the trusted person who has certified the copies!
The question is: If they do not trust anybody at all, why do they put us in so much trouble to do all these procedures?
Another question is: Why do they discriminate and send only those who have been in Canada for a little more than 2 years for secondary review?
Can't those who have claimed they have been in Canada for 4.5 years lie?
If someone wants to lie, why he should say that he has been in Canada for 25 months? He can easily claim he has been in Canada for 4 years.

You hit the nail on the head! Yes, if someone intends to lie they can just as easily say they lived for 3, 4 or even all of the 5 PR years in Canada. So it is sheer stupidity, with no logical sense whatsoever, which dictates the way these people at IRCC operate!

In fact, I would argue that people who indicate that they've fulfilled their RO by living in Canada for slightly over the 2-year threshold, are far less likely to be the actual fraudsters, than those who confidently claim to have spent most of their time in Canada, and thereby reduce their chances of being caught. But then again, these are government bureaucrats who are usually dumb as a door knob when it comes to seeing these things! ::)
