Does CIC process applications chronologically?

If you go to the processing time webpage at http://www.cic.gc.ca/english/information/times/ and choose "Visitor visa (from inside Canada)" here's what they say:

"7 days. Working on applications received on April 14, 2016."

I have many questions about this.

Today is April 28, 2016, so 14 days from April 14, 2016. They do say that 7 days is the time it took them to process 80% of the applications. Which means, out of all the applications submitted on April 14, 80% were processed within the first week and the remaining 20% have taken them another week and possibly more. I imagine out of those 20%, they might have finished 15% by now? Which means they have probably finished 95% of the applications that were submitted on April 14.

So the question is, when are they going to move on to the applications submitted on April 15, 2016? Are they going to first process all the applications submitted on April 14 and not just 95% of them? Even the ones that are taking a long time to process?

So does that mean if someone submitted an application before us that took a long time to process, our processing time will also be delayed?

I do not have any inside information but maybe these are working/business days and not calendar days ? In the end unfortunately it takes as long as it takes and statistics never really help

You're over-analyzing. No - they are not going to first process all of the applications submitted on April 14th before moving onto the next day. They will process most of the applications submitted on April 14th before moving on to the 15th. Logically it wouldn't work to wait until all of the applications for one day are fully processed before moving on to the next day.
