I am a Permanent Resident here in Canada. I plan to return for about 7 months to my home country in Europe and want to change my residence back while in the EU. Will this affect my PR here in Canada?
Also, I will have my health insurance through MSP while away that my partner and I pay for, will this be affected at all?
 
Yes an absence over 6 months should affect your MSP. You need to inform MSP that you will be out of the country for 7 months. Assume your partner is common law. Because of that you remain a PR for tax purposes in Canada even if you move to Europe and must file your taxes based on the treaty between the country and Canada.

There are exceptions for the tax part. Seek an accountant who specialize cross border taxes.
