I got some of my reference letters in late 2013, when I was planning to apply for FSW - and then I discovered I needed an LMO (now LMIA) for that category at the time. I submitted them again in late 2014, when I qualified for CEC - but my application came back as over the cap. Now I have an ITA for FSW, and I wonder - have the reference letters expired? Do I have to get them again? Or can I just submit them, as they were for past jobs and nothing has changed?

I think they don´t expire, nowhere says so and besides it´s a historic document with permanent validity. I have letters of reference from 10 years ago and they should be valid, what would be a logical reason not to? Unless they have an expiration date printed in it, they should be valid.

IMO, if the references letters are from previous employers then it should not get expired (as the job duties have not changed). Also, typically previous employers may not issue reference letter more than once. If its from the current employer, then you may request for a new one.
