I need to know if a Canadian Citizen can make an appointment with CIC Islamabad Pakistan for my own personal information. I need to speak with someone there. Has or does anyone know if I can make an appointment with them since I'm a Canadian Citizen visiting my husband in Pakistan? Can someone please answer my question please if they know??

Assuming your question is on IMmigration, the answer is NO.

There was someone in the Islamabad thread, who called their general phone line in the morning(office hours) and was able to talk to someone.
Not sure if it would work, you may try. Call when it is morning time @ Islamabad.

Canadian citizen can go to the CHC, but I assume it would be for passport/citizenship services. There should be consular staff there to assist.

Have you tried to send a fax indicating medical completion dates?
