Does a "final review" includes a second review on the sponsor?

Even though the sponsor of a spouse is a Canadian citizen (neutralized), the Visa Office requested from CPC to check the status of the sponsor in Canada!
If the sponsor has already been approved 2 years ago, why do they want to review the sponsor again?
Is this part of a final review?

The Sponsor can and will be verified up until the moment the applicants land as a PR. The Sponsor must not only meet the requirements to sponsor someone, they must CONTINUE to meet those requirements until landing is finalized. If at any time the sponsor is found to be not eligible, the entire application is now at risk.

If the VO is requesting a check from CPC then their is a question whether the sponsor is still eligible to sponsor his/her intended applicant.
