Hey,
I am a high school graduate who has been living in Finland for the past 6 years and was recently offered a carpenters apprenticeship in Canada. Am I able to apply for a work permit using that offer or is even possible for me to come to Canada to do an apprenticeship?

Generally speaking, most apprenticeships in Canada are only open to Canadians. You and your employer should verify that you can accept this role as a non-citizen.

You will need a work permit to come to Canada to take the apprenticeship. To qualify for a work permit, your employer must first obtain an approved LMIA. The LMIA process typically takes 4-6 months to complete.

I have a Canadian High School Diploma, will I be able to use that as a proof of my English efficiency or will I have to take a Literacy test?
 
You will have to take the test. Everyone, even if English is their native language, has to take the test.
