Documents stuck in Canada custom

My transcripts were posted via India post to WES on 15th January and the documents are stuck at Toronto Customs since 22nd January. 15 days have passed already and there is no update.
Is there any number/ email ID where such grievances are registered.

Contact CBSA but all mail delivery into Canada is delayed due to Covid. Also Canada Post has many covid cases in processing centres.

likely delayed due covid19 and lots of cases rising for Canada post employees so that would be causing the delay.
