However, they need to be signed in front of public notary, then taken to court and at the end to Minustry of justice. - this is the case with croatia at least..

Did you read my post at all? This is the rule for everyone. I did it in Canada and in Europe and never used a certified translator.

UPD. Sorry maybe that is so complicated in Croatia I don't know. But my translator signed it in front of the provincial notary and that was it, so I never bothered looking for a certified translator.
 
Everything is complicated in Croatia my friend...that is one of the reasons I want to move :)
