Following is the procedure to cancel your request if you have applied online.
For paper-based "I guess" you will follow the same and will email them with your details.
How do I cancel a visa application I submitted online?
To withdraw an application submitted online through your MyCIC account, send an email to question@cic.gc.ca . Write “Withdrawal of online application” in the subject line.
Please include the following information in the email:
Your name
Your Unique Client Identifier (UCI) (if you have one)
Your date of birth
Your country of birth
Your complete address (if your mailing address is different from your residential address, please provide both addresses)
Your telephone number
Your application type
The date you submitted your online application
Your application number (if known)
Your payment receipt number (if known)
CIC will determine if you can withdraw your application and will contact you if more information is needed. If CIC determines that your application can be withdrawn, you will get a refund for your application.

At VAC I asked them if I will receive all my original documents back like my degrees and certificates and they said that it will be given back to me with my passport when it arrives back at VAC.
By the way if you are sending through VAC or Courier do scan all your original documents and also get them photostatted so you may have soft and hard copies of the original with you.

Yes this is the normal procedure with paper-bases application but if you want to withdraw your application, in that case VAC has nothing to do with. You need to inform (email) CIC by your own.
