For the question 14 "provide a photocopy of your marriage certificate if you have a cosigner and she is your spouse", do I just leave that empty?

My wife whom I'm sponsoring isn't a cosigner, but it seems weird to send off an immigration application without including the marriage certificate in my portion. Why wouldn't they want the certificate as part of the documents needed?

where are you applying from and what is the form number .

These forms are generic and is used for family sponsorship parents with dependent who may need a co-signer to bring there income up to the qualified amount.
 
The marriage certificate I believe should be going as part of your spouse's documents.

I'm in the same position, I don't recall it asking me for the marriage certificate anywhere as part of my documents; we also don't have a co-signer, so I don't think there's actually a need to put it in there - they'll see it with the spouse's papers.
