I think is not good:

ecas.carroll.org.uk uses an invalid security certificate.

The certificate is not trusted because the issuer certificate is unknown.
The certificate is only valid for polecat.ecobytes.net

(Error code: sec_error_unknown_issuer)

Its a free service, so dont hope owner will buy "SSL" unless start to charge for this.

well, the job of tracker is only to track status of your orignal e-case status. Its nothing gonna do else, if you read on e-case site, they update/change status every tuesday evening, so theres no need even checking e-case in other days. So, perosnaly i'll not recommend putting your sensitive data on un secure server unless we are tooo lazy and we can't check e-case even tuesday evening only.
 
The site is completely secure, in that all personal information is encrypted to the highest standard in transit. The error is simply because we're using one certificate for a few different sites; that has no effect on the actual security.

Vis-a-vis your topic title, this site is useless. It's only an ecas tracker, not a CAIPS provider.

As for the site itself, well to me it doesn't seem to be right. The site is too simple & straight, is it actually that way? I don't think so. I wouldn't divulge my most sensitive data [as of date] on this site, who knows he/she might be a scamster? Can we take that chance?
