Do you have a certificate of qualification from a Canadian province or territory?

I am a chemist, and i'm taking phd in chemistry in canada currently. i want to know if i am a certified chartered chemist by Association of the Chemical Profession of Ontario can i say yes to this question for point calculation in express entry?
