Do upfront medical approval mean something?

Hello, everyone.
I submitted study permit for my minor children 4 weeks before, I am Chinese. The website of CIC says the average processing time for study permit from China is 8 weeks. And I checked the CIC account yesterday, the status of medical changed into medical exam passed. I did the upfront medical exam for my children.
My question is whether the changing of medical status shows the final decision is close?

Thank you. I heard form somebody that the passed status of upfront medical exam means nothing because it is in advance. And after 10 days since the status changed , nothing happened still.

Medical is an important step and the medical update signifies.that your application is ready for.further processing and hence closer to a decision.
