Do other English language degrees count?

I have a Proficiency Degree (grade C) from the University of Cambridge, since I was 14 years old (now 34).
My husband has a Lower Degree (grade B) from Michigan University, since three years ago. (he is 36).
Do we HAVE to take the IELTS test to apply for Immigration?

PS.: Our first language is Greek.

Check the scoring system of language under the proposed FSWC program

Below is the table how they calculate the language points.

Listening
IELTS CLB FSWC POINTS
6.0 or less <=6 Not eligible for FSWC
6.5 7 4 points
7.0 7 4 points
7.5+ 8+ 5 or 6 points (depending on where cut-off is defined for CLB 8 vs CLB 9 equivalency,
IELTS 7.5 is 5pts and IELTS band(s) approaching 9.0 would be 6pts)

Reading
IELTS CLB FSWC POINTS
5.0 or less <=6 Not eligible for FSWC
5.5 6 or 7 May get 4 points
6.0 7 4 points

The FSWC points assume they continue using IELTS and that the 'equivalencies' stay similar based on:

In the proposed FSWC plan:
CLB/NCLC 7: 4 points per ability
CLB/NCLC 8: 5 points per ability
CLB/NCLC 9: 6 points per ability

and that previously (per OP-6):
Basic was given by CLB/NCLC 4 or 5 gave 1 point per ability up to 2 points max
For IELTS test results received on or after November 28, 2008, that was equivalent to:
Listening Reading Writing Speaking
4.5 - 5.0 3.5 - 4.5 4.0 - 5.0 4.0 - 5.0

Moderate was approx. CLB/NCLC 6 or 7 and gave 2 pts per ability
Listening Reading Writing Speaking
5.5 - 7.0 5.0 - 6.0 5.5 - 6.0 5.5 - 6.0

High was CLB/NCLC 8 +

Dear GreenDB,

thank you for answering, but my question was more to the point IF and WHY we have to take the IELTS test,
since our degrees pretty much say that we can even teach English!
(those exams were far more difficult that the IELTS, and I think it's funny to be asked to take yet another test)!

Yes. Everyone has to take it, doesn't matter what degree you have or how fluent you are in English.

Dear Arsinoi,

you are right that you know advance english and teach others. However, while you are a immigrant
applicant, how much point they will give you in language proficiency. In other words, they fixed the scale to
measure and to give point according to their prescribed exams and every applicants need to get the certificate
to claim points in language. Even though native speakers need to sit for the language exams if they want to apply for it. Another important thing is that IELTS is not an exam of english but also an exam of language skills.

If you still have doubt then you can consult with immigration adviser or send a general enquiry to cic.

It's not a waste. Consider how many people come to Canada from UK with UK passports nowadays and how many of them don't even talk in English
