Do Licensees qualify for Intracompany Transfer?

Hi everyone,

Just wondering whether a licensee business is a qualifying relationship for an intracompany transfer. German corporation is opening a factory in Ontario, wants to bring in a production supervisor from South Africa who has 10+ years of experience in the production of their proprietary parts. He works for a company in South Africa that is a licensee of the German corporation. Not sure whether that qualifies.
