Do I still require IELTS results to be attached?

I have completed all the documents required by SINP program under family class category, however, for the point 5 under form SINP-100-22, regarding English language ability, I studied English as a compulsory subject in both Secondary and Higher Secondary Schools for four years plus I also learnt Business English during my 1 year diploma course for Office Management therefore I would like to know whether do I still require IELTS results to be attached?
