Do I need to show my new letter of offer

Dear my friend if I want to change my college what is the rule.

If I just give a written notice my college is this enough

OR

I have to show them my new letter of offer,

Dear my friends I am In Problem pls help me;

I got offer letter business course from uni of Manitoba but later I got advise from my friend that if I study in Nova Scotia it would be good for my p n p or pr also he told me I studied hospilatity course before and have chef experience so if I study hospilatity course it would be good for me,

But I found one college in Nova Scotia has hospilatity course but it will start in September but my current offer latter shows class will start may

So now if go to may how do I change my college because from may to August there is no college I found N S
Start my chosen course
