i think i read on this forum somewhere that Canadian citizens can basically ignore the income questions on the app. Is that correct. I am sponsoring my UK wife outland.
 
You still have to answer the income questions, but if you are sponsoring your wife/husband, you can't be disqualified due lack of income. You do need to provide a notice of assessment from Revenue Canada which will show that you are not on social assistance (welfare) and are not bankrupt.
 
how does that work considering I haven't worked in Canada for 14 years? what is there to assess or is just to confirm that I'm not on welfare or bankrupt? and where do i get said form?
 
Since you haven't worked in Canada recently (and therefore haven't filed a tax return in Canada), you won't be able to get the "Option C" printout from Revenue Canada. In that case, they ask you to write a letter explaining why you are not including it. It might be good to include some evidence of income, like a letter from your employer or the summary that came back from your most recent UK income tax filing, but there really isn't anything to "assess." I think that as long as you have some source of income, they will assume you are not bankrupt.
