Do I need to put all the pictures and info of my dad,mom, and siblings in the IMM forms to CIO, and later to the VO, even if they are not immigrating with me now?

No. Need for their photos of those not accompanying. You have only to furnish the details asked in he form for all family members.

Parents and sibling needs to be mentioned in Additional family form and no need to provide photos of Additional Family members.

Your Spouse/Dependent children ( if any) are considered family as per CIC instructions an dtheir photos need to be provided
