Do I need to be outside Canada to apply for a TRV?

I am in Canada and need a new TRV. However, I'm neither a student nor a worker (i.e. I'm just a plain tourist) so I understand I'm not eligible to apply for a new TRV from within Canada.

Can I apply for a new TRV visa by sending my passport and application to a Canadian embassy in a foreign country (most likely to South Africa or the US, to which I have a visa in my SA passport) while I physically remain in Canada?

1. You can't apply to Ottawa, nor to the US offices. So you can apply on line, but if it is approved, you will have to send your passport to Pretoria.
