Do I need to apply for a work permit before I move to canada? PART II

Alright guys you said I couldnt apply for a work permit from inside canada, you said I needed to apply before I move to canada, but I dont think thats true, take a look at this:

You can apply from inside and outside for a federal skill worker visa type.

Can anyone explain it to my why its said you cant apply from within canada??

The general rule is that you cannot apply for a new temporary work permit from within Canada. There are a number of exceptions to this rule, and you can also renew a work permit from within Canada.
