I moved to canada when I was 15 and then my family was removed 2.5 yrs later (age 17) after a failed RC. My family paid so we don’t owe anything. This was roughly 13 years ago. I’ve been doing research via the forums but not much luck. Anyway, since I was a minor at that time and not the actually person who claimed, would I need an ARC now being an accompanying partner in an EE profile?

Since you were the subject of a removal order, you will most likely need an ARC. If you do, this will be processed automatically as part of the PR application. Just make sure you are 100% honest about your past immigration history in Canada. This won't impact approval, it will just take longer to process the application overall.

I have similar case, I came with my son to claim refugee, which was refused. My son's father was also here and his refugee was also refused. while we were here at some point my son went to stay with his father and he was going back home and decided to also take our son with. so my son went back home but the flight ticket was that of father and not Canada government. So i stayed and did not go, i was served with PRRA which i applied and i also applied for humanitarian. my PPRA was refused and H&C was approved. both answers came back same time. so i than sponsored my son who has been gone for more than 3 years. his medical are done, received Pre-arrival than asked to pay ARC fees and submit explanation letter on how he went out of Canada. Will they approve his ARC or what? its been a month now since fees and letter submitted.

Yes, the should approve his ARC. It usually takes several months for an ARC to be processed.
