If someone comes in with a visitor visa and letter got an open work permit, does he still need visa to enter Canada, if he travels out of the country?

If someone comes in with a visitor visa and letter got an open work permit, does he still need visa to enter Canada, if he travels out of the country?

Yes. A work permit isn’t a travel document. It doesn’t give you the right to travel to Canada. Along with your permit, you need either:

• a temporary resident visa or
• an Electronic Travel Authorization (eTA)
