Do I have to submit form B4 when I land?

Or may I submit it when I come back to settle permanently? I am only staying a couple of days to "land", but I am not settling yet. I have read the statutes, and other's email response from CSBA. But I was wondering if any here had any experiences of submitting their B4 not when they landed, but when they came back (like months later)

You need to have a completed B4 form when you land, as well as a `Goods to follow' form completed as well.
