Do i have to have certificate in order to apply Federal Trade worker program

THE Question for my friend.
He is cook back from his country; however, he doesn't have cook certificate. He is thinking to apply federal trade worker.
When we take a look about the website, it said that either have LMIA OR Certificate.
He have neither of them.
Do you know what he can do?

If he has neither - then he can't apply.

As you've seen from the CIC web site, he either needs a job offer for a year supported by an LMIA or he needs to be certified by the province/territory.
