Planning to move permanently to Vancouver in March/April of 2023 since I landed in Jun 2020.

Since then I have only spent 1 month in Canada across two visits to meet family and compare cities but I have not worked or paid tax in Canada in that time. Does that 1month still count towards my RO? Just wondering how much of a window I will have remaining after moving to Canada.

window for what?

No, one do not need to be working when moving to Canada.

Window to meet the residency obligations of 730 days/5 years. If the one month that I've already spent in Canada would apply towards those 730 days (even though I was not working, didn't have a home, and paid no tax etc)

The window is the amount of time I have to travel back to India once I move in March/April. Since I landed in June I had thought I will barely have a 1-2 months window if I need to travel (to look after parents etc) but if those 30 days are counted then I will have 2-3 months instead.
