DO I HAVE EXISTING APPLICTION?

Hi Guys,

I filed an application under federal program in 2014. The response I received was that quota got filled before hand. What should I enter in OINP application in the question "Have you, your spouse or common-law partner, or any of your dependent children, already submitted or been included in a an application".

If I say No, I am lying.
If I say Yes, I have to provide a CIC File number that I don't have with me.

You will be lying only if you have a UCI Number/File Number and you are not providing the same. Since, in your case, you don't have any, the answer to the question will be NO.

IMHO, You did NOT submit the application. People whose application were accepted by CIC (before quota ran out) - "submitted" the application.

You "sent" an application and it was simply returned to you (most probably CIC did not even bother to open the package).
