Hello, for higher studies Canada is a great choice. I say many students are changing DLI for better opportunity, better course. I just had this thought in my mind and want to clarified it.
The scenario is: Student A got admitted into B university for fall-24 and he got study permit too. If student A arrive Canada prior start of his Program in B university and he didn't go to B university for the 1st sem. what will happen then?

latter, if student A got accepted in a another C university for winter-25. and change dli in October/November of 2024 (student A still didn't attend B university). what are the laws for this? I did some research that student can leave study for 150 days. Can a student do these thing?

It's a curious thought, and student should not try to attempt this thought.

So confusing. Whyare you using letters. Student A, School B…my goodness what a mess. When you enter you have to show you are attending the school. If you don’t attend the school is obligated to contact IRCC to cancel your permit. If you never have studied at the school that is on your permit, you need a new permit.

There is only 1 student in your question, why did you have to name him student A.
So the student didn't attend the school that his student permit is applied to. The study permit is invalid.
If the student wants to attend a different school, then apply for a NEW study permit.

No, a student cannot do these things.

The law is that the student needed to get a new study permit to attend school C.
