Contagious disease is not the issue. For anyone, it will be determined if they will be a burden on the health care system. Will she require surgeries/specialists/medical care over the long term? If not then she will most likely pass the medical.

Since you are looking at apply for PR with your spouse, yes her medical condition will be assessed. Her medical exam needs to show that she will not need excessive demand on hjer condition. Wheelchair bound doesn't mean she will be refused. It depends on if her condition is stable if she needs further or continue medical care to maintain her health. There are many people who work and play sport in their wheelchairs. So it really depends.
