Can anyone help me know would be right to send documents by me to WES or tell my university.

Also if I have to send do I need to send some additional document

Take verified transcript and certificate in a sealed envalope and send it by yourself if college deny to send. Otherwise pay the courier fees to college to send directly. Either way is okay.

It depends on how much rush they are having. Otherwise it should be taking one month.
