I wasn't able to find a solution to my dilemma online as I am facing a complicated situation.

I am in Canada and my husband, who had previously lived for an entire decade in Canada, is currently outside of Canada and here is the story/dilemma behind it. Any help is highly appreciated :).

Basically, my husband lost his PR card when he was outside of Canada, he then applied for a Travel Document from the Canadian embassy in Singapore (this is not his home country, but he is living there temporarily) only to receive a refusal letter from the embassy indicating that he hasn't met the residency obligation.

According to the officer' calculation, my husband was missing 2 months for meeting the residency requirement. However, my husband had enough evidence to appeal this decision, so he got a lawyer to apply for a visitor visa on his behalf, the purpose indicated was to get entry to Canada to appeal this decision.

After 59 days, he didn't hear back in regards to the visa, so he got the same lawyer to request an appeal on his behalf.

And now, more than six months have passed and we haven't heard back in regards to either the visa or the appeal.

Then I applied for my Post Grad Work Permit, and filed for a Visitor Visa Application on his behalf as an accompanying spouse. This visa got rejected as the officer wasn't convinced that my husband had strong family ties to his home country. (Perhaps because he is not residing in his home country right now and I as his wife is living in Canada right now)

Now, my question are as follows:

* How on Earth can I get my husband to legally enter Canada? He obviously has stronger ties to Canada than to his home country as he lived a decade here and has obtained a PR at some point!

We don't mind waiting for the appeal inside the country but we don't want to stay away from each other.

* How long does it usually take to for an appealing session to be booked?

Extra Information:
- My husband requested the Travel document from the embassy in Singapore on May 20, 2013 and it was denied on August 17, 2013

- My husband requested a Visitor Visa, in an attempt to appeal the decision from inside Canada, on August 19, 2013 but we haven't heard back yet. Not sure if the delay has to do with the strike or if it has to do with the complexity of the situation.

- I applied for Post Grad Work Permit on Jan 19, 2014 and applied for a Visitor Visa for my husband as an accompanying spouse. My work permit was issued, it expires on Feb 03, 2017, however, my husband's visa was rejected.
