I am a skilled worker in the field of Information Technology (IT) with 10+ yrs of experience in Software Testing and presently I am on open work permit in Toronto.

I have been searching for a Contracting/Full time job opportunity in market for last 2 months but failed to find one. The main reason is
Companies are not preferring temporary work visa for Contracting/full time position either. All demand for PR/Citizenship.

I was working with one of the top rated IT firm back in India. I want to know the reason why companies are refusing foreign workers with OWP these days. What other option do I have to work in some kind of similar field.
 
Unfortunately, a company will always look for a PR or Canadian before someone with a temporary visa. Put it this way, if you were the manager would you prefer someone who will be able to work there for a long time without hassle, or someone that will have to renew/apply for work visa? From what I heard Toronto is a difficult market for anybody that is not permanent to break into. I'm a software tester in Newfoundland. I was lucky enough to land a job after my work term and I'm currently on a PGWP. Luck, because A:they didn't have an experienced tester there and B:I applied to the company on spec. If you want to stay in Toronto you may have to work in another field or go somewhere else where there isn't as much competition.
