Not sure, why don't you call them and ask?

No point to call and ask this!

It really comes down to different factors and variables. One of which is the backlog each office can handle. The rest is a mystery.

Even same office have different speeds as well.
Some people from same office get their e-case early while others after 2 weeks
Not sure Why.

That's for visa offices processing immigration applications. There is no compelling explanation for why there should be such wide discrepancies in processing times between local offices for similarly situated people applying for citizenship within in Canada. Differences of 8 or 9 months in Mississauga compared to 30 to 36 months in Winnipeg should not be acceptable.
